Bolstering India-Russia Cooperation
The Indo-Russia relationship plays a crucial role in the mining sector, as Russia’s vast reserves of critical minerals and India’s growing industrial demand create natural complementarities. Collaboration ensures reliable access to essential resources like coal, diamonds, and rare earths, while enabling technology transfer, joint ventures, and sustainable practices that strengthen both nations’ energy security and economic resilience.
Promoting National Critical Minerals Mission (NCMM)
- Launch & Duration: Approved in 2025; runs through 2030–31
- Total Outlay: ~₹34,300 crore (₹16,300 crore central + ~₹18,000 crore expected from PSUs/others)
- Objectives:
- Secure supply chains for critical minerals
- Reduce import dependence and geopolitical risk
- Develop full value chain: exploration → mining → processing → recycling
- Support clean energy, advanced tech, and national security
- Key Targets (by 2030–31):
- ~1,200 domestic exploration projects
- 100+ critical mineral block auctions (incl. offshore)
- ~50 overseas asset acquisitions by Indian entities
- Recycling push (incentives for recovery from tailings, fly ash, red mud, EoL products)
- Strategic stockpiles of select minerals
- Priority Minerals:
- Lithium, Cobalt, Nickel
- Graphite, Rare Earth Elements (REEs)
- Chromium, Manganese, Copper, Titanium, Platinum Group Metals
- Why it matters:
- Enables EVs, batteries, solar/wind, electronics, defence
- Builds resilience against price shocks and export controls
- Advances net-zero and energy-transition goals
